Staff Sergeant Lazgar has a chance to spawn at Baradin Hold in Tol Barad. He will only offer daily quests for The Hole after the Horde have won the previous game in Tol Barad.
Legion
Lazgar later reappears as an officer located on the Tempest's Roar prior to the battle for the Broken Shore, but with a typo in his title, now being called "Staff Sereant Lazgar". He wears an Orgrimmar tabard instead of the one of Hellscream's Reach and lacks the title.
