Spool of Eternal Thread is a once-daily reward from each random dungeon heroic dungeon, scenario, heroic scenario, and LFR wing during Pandaria Remix for level 65–70 characters. It is worth 100 threads of a random stat or 200 stamina for the 
[Cloak of Infinite Potential].
A hotfix on 12 June doubles the amount of threads from this source to 300 (or 600 stamina) with the 
[Timerunner's Mastery].
