Spark of Inspiration is a world buff that is applied to all players within the city limits of Orgrimmar or Ironforge after the quest 
[40R] The Mad King is turned in.
The quest is obtained from the 
[Thermaplugg's Engineering Notes] which drops from Mekgineer Thermaplugg in the Gnomeregan raid.
