Soulforger's Tools drops from Soulforger Rhovus in the Maw. This is one step of many to create the 
[Bound Shadehound] after acquiring the 
[Intact Rune Codex].
At the Soulsteel Anvil atop the Altar of Domination in Perdition Hold to combine the tools and 20 
[Stygia Bar]s to create the 
[Armored Husk].
