Sorata Firespinner is a former apprentice of Archmage Xylem and a quest giver initially located at the Northern Rocketway Exchange in Azshara but later found in Bilgewater Harbor. Like Xylem's other apprentices, he is neutral despite the quest chain being Horde-only.
Ergll will send players to Sorata, noting that he is the most recent of Xylem's apprentices to quit and may be of assistance. Sorata will give the player the 
[Dingy Wizard Hat] used to fool Xylem into thinking the player is an apprentice.
Further along in the quest chain, it seems the player discarded the hat and, finding it, Xylem confronted Sorata. Once Azuregos is freed, he observes that there is someone waiting for the player at Bilgewater Harbor. Sorata says, "So what... you just tossed it aside for him to find? No. I don't think so. You're going to take this hat and you're going to like it. Really." The player then gets [Faded Wizard Hat], a permanent item.
