Speak to Wendel Mathers in the tower of Kurzen's Compound, then go into the cave. 
[Pick Pocket] the 
[Compound Cage Key] from Kurzen Elites, and obtain the 
[Kurzen Fighter's Uniform] from the Kurzen Supply Crate, then return to the tower and free Wendel. Afterwards, speak to Captain Aransas in Booty Bay to get 
[Captain Aransas' Reward], which contains the rune.
