Ruined Leather Scraps are a common result of skinning low-level mobs. Three Ruined Leather Scraps can be combined into one 
[Light Leather].
Patch changes
Patch 10.0.2 (2022-11-15): Stacks to 1000, up from 200. 
Patch 6.0.2 (2014-10-14): Stacks to 200, up from 20. Can now turn into Light Leather on use without a crafting recipe 
Patch 3.2.0 (2009-08-04): Critters can no longer be skinned for Ruined Leather Scraps.
