Rifle Commander Coe is an elite human quest giver found in Stormwind Stockade. Despite his personal desires to have his men blast the rebels in the Stockades to bits he respects Warden Thelwater's command to keep them contained. Having befriended Mortimer Moloch, who happens to be the ruthless rebel leader Randolph Moloch's twin. Coe plans on killing Randolph, so Mortimer can pretend to be Randolph and bring the rebellion to a peaceful end.

However, when Mortimer fakes his own death, Coe's figures that he will just take on his brother's name and continue his 'epic schemes' and merely says that they will have to deal with that when the time comes.
