Vindicator Nuurem <Council of Exarchs Quartermaster> in Stormshield at a cost of 2,500 upon reaching revered reputation with the Council of Exarchs.
Notes
- It's possible this item is a leftover from the beta of Warlords of Draenor, when Karabor was planned to be the Alliance capital.
