The Jingling Bell is one of the four possible pets inside gifts under the big tree in Ironforge and Orgrimmar during the Feast of Winter Veil seasonal event.
It can also be found in the Auction House throughout the year. The reindeer is one of the more desirable, and therefore more expensive, of the four possible Winter Veil pets.

Patch 8.1.5 (2019-03-12): Item quality changed from common to uncommon to match battle pet. 
Patch 4.3.0 (2011-11-29): No longer requires a snowball to summon. Festive ornamentation is removed if summoned outside of Winter Veil. 
Patch 1.8.4 (2005-12-06): Added.
