Promise of Elune, the Moon Goddess can drop from dungeon, raid, world bosses, rare elites on the Broken Isles and Argus, and Commanders at Invasion Points. The item is also found in world quest caches, PvP strongboxes, Mythic+ weekly caches, and 
[Blingtron 6000 Gift Package]. Lastly, it can also be discovered by using a Relinquished token purchased from Thaumaturge Vashreen.
Notes
- This item's power is apparently connected to the night elf goddess Elune, and features one of the only known quotes attributed directly to her in-game.
Patch changes
Patch 7.1.5 (2017-01-10): Stacks gained now also reduce the global cooldown of 
[Regrowth]. - Hotfix (2016-11-14): All Legion Legendary items have had their item level increased by 15. This change will be applied retroactively.
