Physician's Assistant is a gnome found in the Loading Room of Gnomeregan as well as New Tinkertown.
In the Loading Room, they attend to Rescued Survivors. One will occasionally run down the ramp and say, "Ah, a new arrival. Right this way, sir."
In New Tinkertown, they care for the Wounded Infantry.
