Perfume Neutralizer can be found sitting on a table inside Shadowfang Keep during the Love is in the Air seasonal event. It prevents perfume damage from Apothecary Hummel, or the purple ground effects created by Apothecary Frye.
It is contained inside the 
[Standard Apothecary Serving Kit] provided for 
[80] You've Been Served.
