Notes

The additional damage is not tied to the Chi refund chance; it applies regardless of whether the proc happens.

Patch 8.1.5 (2019-03-12): Open Palm Strikes will no longer fail to be able to generate any Chi if your primary target of [Fists of Fury] dies.
Hotfix (2018-09-24): Open Palm Strikes damage increased by 60% against non-players.
