Onyx Gem Cluster Map is a quest reward from 
[60-70] Rumors of the Jeweled Whelplings, the Renown 21 step of the Dragonscale Expedition.
Using the item puts a treasure chest on the map at [29.7, 47.0] in the back of the Cindershard Seam east of Obsidian Citadel. That points to the Onyx Gem Cluster, which contains a 
[Glimmering Neltharite Cluster], and for jewelcrafters with skill above 50, 
[Design: Jeweled Onyx Whelpling].
