The Obsidian Petroglyph is found at [38.3, 37.8] on Blade's Edge Mountain, east of Bladespire Citadel, next to a lava pool. Interacting with it will give the player the 
[Obsidian Frostwolf Petroglyph], which grants a fair amount of rested xp.
Tracking quest
To check whether the obsidian petroglyph has been looted, copy and paste this command into the chat window:
/run print(C_QuestLog.IsQuestFlaggedCompleted(33502))
If a "true" appears in the chat window, the obsidian petroglyph has been looted; "false" indicates the opposite.
