Meticulous Scheming is an Azerite trait available to all classes. It can be found on Azerite Armor from Tiragarde Sound, Freehold, Tol Dagor, or the Siege of Boralus.
Trivia
- In the Battle for Azeroth alpha, this trait had the following effect instead: "Your spells and abilities have a chance to grant you Meticulous Scheming. For the next 8 sec, damaging a target with a single-target ability deals Y bonus Shadow damage, and healing a target with a single-target ability heals for Y bonus healing. Each target can only be affected by this once. If you affect at least 3 targets, gain Z Strength, Agility, Intellect, and Stamina for 20 sec."

Hotfix (2019-04-16): Fixed an issue that caused Meticulous Scheming to trigger less frequently than intended.

[Execute] sometimes did not count towards activating Meticulous Scheming.
- Hotfix (2018-08-23): Fixed an issue where Havoc Demon Hunters in
[Metamorphosis] would not reliably trigger Meticulous Scheming.
