Mana Potion can also be fished from level 30 - 40 zones and drops from level 30 - 40 mobs.
Mana Potions can also be bought from Drovnar Strongbrew in Arathi Highlands, Vendor-Tron 1000 in Desolace, and Uma Bartulm in Dustwallow Marsh. All vendors only sell 1 potion. Once the potion is bought, it is then removed from that vendors items.

Notes
This potion shares the same 1 minute cooldown as all other healing and mana potions, provided the imbiber is out of combat.
Patch changes
Patch 10.0.2 (2022-11-15): Stacks to 200, up from 20. 
Patch 9.0.1 (2020-10-13): Item level reduced from 32 to 14, and level requirement reduced from 22 to 10 due to level squish. Restoration reduced from 1,160 mana to 120 mana. 
Patch 6.0.2 (2014-10-14): Restores 1,160 instead of 520 mana.
