Sergeant J. Mills was a Kul Tiran human who fought during the Second War as part of the Third Fleet. They died aboard the Songswallow during the Battle of Crestfall when red dragons breathed fire on their vessels and sent their ships to the bottom of the sea. They are one of the drowned sailors that can be found off Kul Tiras' coast.
