This item drops from mobs in instances: Blackrock Spire, Dire Maul, Scholomance, Stratholme and Zul'Gurub and in zones: Eastern Plaguelands, Western Plaguelands, Silithus and Winterspring.
Patch changes
Patch 5.0.4 (2012-08-28): Removed. 
Patch 4.0.1 (2010-10-12): Relics are no longer restricted by class, and now provide stats instead of class-specific bonuses. Now grants Stamina, Intellect, and Crit, with 1 socket.
