Because of the low damage done by Icy Touch, its main use when dealing damage is to afflict the target with Frost Fever.

Patch changes

• Patch 7.0.3 (2016-07-19): Removed.
  
• Patch 5.0.4 (2012-08-28): Range increased to 30 yards (was 20).
  
• Patch 4.0.1 (2010-10-12): This ability no longer causes excess threat while in Frost (or Blood) Presence.
  
• Patch 3.3.3 (2010-03-23): This ability now causes a very high amount of threat while the death knight is in Frost Presence.
