Howl of Terror is a warlock class talent.
It is an exclusive choice node with 
[Mortal Coil].
Patch changes
Patch 10.0.0 (2022-10-25): Now a row 3 class talent (was a level 40 talent). 
Patch 9.0.2 (2020-11-17): Players and enemies afflicted with Howl of Terror can now take more damage before the ability is canceled. - Patch 9.0.1 (2020-10-13): Re-added as a level 40 talent for all warlocks (was a level 45 Affliction talent).
Patch 8.0.1 (2018-07-17): Removed. 
Patch 7.0.3 (2016-07-19): Now a level 45 Affliction talent (was a level 30 talent for all warlocks). Taking damage no longer reduces its cooldown. 
Patch 6.0.2 (2014-10-14): Now a level 30 talent, replacing 
[Demonic Breath] (was a level 30 ability). 
Patch 5.4.0 (2013-09-10): Now learned by all warlocks at level 30 (was a level 30 talent). - Patch 5.0.4 (2012-08-28): Now a level 30 talent (was a level 44 ability). Mana cost and cast time removed. Duration increased from 8 to 20 sec. Cooldown is now reduced by 1 second when the warlock is hit by a damaging attack. Icon changed from
Patch 4.0.1 (2010-10-12): Baseline duration is now 8 sec (previously required rank 2). Now learned at level 44 (was 40). 
Patch 3.0.2 (2008-10-14): Now costs 15% of base mana. 
Patch 2.1.0 (2007-05-22): The increased chance for a spell to break from taking a critical strike has been removed. Instead, all targets over level 60 have a slightly larger chance to break out of crowd-controlling effects when they take damage. 
Patch 1.12.0 (2006-08-22): This spell now uses the same resistance checks as the Warlock spell 
[Fear]. - Patch 1.1.0 (2004-11-07): Increased the chance of breaking early.
