The Handful of Shifting Scales can be obtained from the corpse of Old Serra'kis in Blackfathom Deeps. Only Blacksmiths, Leatherworkers, and Tailors of at least 100 skill who have spoken with the Dead Twilight Cultist can interact with the corpse. Once you have it, you can speak with N'ora Anyheart in Ratchet to find a use for it.

The monstrous tresher[sic] before you looks to be partially devoured. There's something otherworldly about this creature's scales, as they sseem[sic] to shimmer slightly, almost as if they are infused with some sort of otherworldly glow. You recall from the forest that the spirit of the Twilight Artisan mentioned something about "the beast" and some sort of "Darkness" during your conversation. Might this be Serra'kis, the creature that he was referring to?
Reach down and collect a handful of the creature's curious shimmering scale.
