The HK-8 Aerial Oppression Unit can be found circling above Junkwatt Depot on Mechagon Island. In alternate Mechagon Island, there is one circling over Junkwatt Depot and another circling Rustbolt.

The oppression unit will not target players that are mounted on the [Rustbolt Resistor], the [Aerial Unit R-21/X], and [Mimiron's Jumpjets].

It is probably a reference to the "HK-Aerial" (HK for "Hunter-Killer") VTOL drones in the Terminator franchise.
