Guide: Soarin' Over Draenor drops from elite NPCs in Ashran and the leaders at the PvP headquarters of Zuldazar and Tiragarde Sound.
Notes
Prior expansions required learning a passive, such as 
[Cold Weather Flying] or 
[Flight Master's License], to be able to fly in that content's zones. The flavor text refers, word-for-word, to one of the common click-on quotes for cursed arakkoa.
The original joke was that the players were unable to fly in Draenor because the guide was ruined.
