Patch 10.2.0 (2023-11-07): Now a level 16 baseline ability for Outlaw (was a row 2 Outlaw talent).
Hotfix (2023-01-04): Fixed an issue that caused Grappling Hook to break [Stealth] when talented into [Subterfuge].
Patch 10.0.0 (2022-10-25): Now a row 2 Outlaw talent (was a level 18 Outlaw ability). Rank 2 effects are now baseline.
