Patch changes

Patch 10.2.0 (2023-11-07):
- No longer affected by global cooldown.
- Cooldown increased to 1.5 minutes (was 35 seconds).
- Energy cost increased to 35 (was 30).
- Damage increased by 33%.
- Now increases damage to the target by 15% (was 10%).
- Duration increased to 12 seconds (was 10 seconds).
- No longer a choice node with [Sepsis].
Patch 10.1.5 (2023-07-11): Effect has been changed to correctly match its tooltip description (only increasing damage of Rogue abilities).
Patch 10.1.0 (2023-05-02): Damage increased by 5% in PvP combat.
Patch 10.0.0 (2022-10-25): Now a row 8 Outlaw talent (was a level 15 Outlaw talent).
Patch 8.0.1 (2018-07-17): Duration reduced from 15 seconds to 10. Now has a 35-second cooldown.
