The Frenzied Black Drake is a black drake spawned when a player talks to Cyrus Therepentous in the Burning Steppes during the quest 
[54] A Taste of Flame. This quest requires a player to obtain a 
[Black Dragonflight Molt] which can either be obtained through 
[Hoard of the Black Dragonflight] received at the end of the [48] Divine Retribution questline or by slaying and looting the Frenzied Black Drake.
Abilities
Decimate — Reduces a target's chance to block by 70% for 30 sec.
Enrage — Increases the caster's attack speed by 60% and the Physical damage it deals by 50 for 2 min.
Flame Breath — Inflicts 10 Fire damage to enemies in a cone in front of the caster.
Flame Buffet — Inflicts 28 to 32 Fire damage to an enemy and increases the Fire damage it takes by 30 for 45 sec.
Notes
Prior to patch 2.3, this drake used to be elite and very difficult to solo, forcing many players to obtain the Molt through the questline Divine Retribution. After patch 2.3, this is no longer the case. The Frenzied Black Drake can now be soloed easily. It is worth noting that before patch 2.3, many new players didn't know that talking to Cyrus Therepentous would spawn an elite dragon, and Therepentous's cave would often be filled with player corpses or skeletons from attempts to solo the quest with no prior knowledge.
