Eyes of Desire is given by Dealer Vijaad of The Consortium in Sethekk Halls. He is located off to the side in Darkweaver Syth's room. Hidden from view of the Sethekk within a barrier, he is looking to hire some help to get rare gems for a buyer: the eyes of the wind serpents inside the dungeon, in exchange for a cut of the profits.
Even if players do not notice him right away, he will walk up to them after Darkweaver Syth is killed.
