Essential Empowerment is the first quest in the chain to unlock the Heart Forge. In order to unlock this quest, you must have completed the Nazjatar introduction questline, beginning with 
[50] The Wolf's Offensive or 
[50] The Warchief's Order and ending with [50] A Way Home.
If you're eligible for this quest, Magni will appear in Mezzamere or Newhome to offer it.
