The Engineer's Note is located upstairs in a house in the Dwarven District of the Vision of Stormwind. The note is found next to the Experimental Buff Mine. To reach it, the adventurer must first make it past the many Tamper-Proof Teleportation Mines littering the building.

I have completed my masterpiece! By detonating this mine you gain its explosive potential, released slowly over time.
I have mined the shop to protect it for now, I shall return when I need it.
