Encapsulated Destiny is found inside the weekly 
[Contained Paracausality] from the 
[60-70W] When Time Needs Mending wrapper quest for Time Rifts. It can also occasionally drop from Time Rifts bosses and be rewarded from Eon's Fringe daily quests.
Using the item ensures that the next Rifts boss defeated will grant an award. Players can acquire many of these rare encapsulated destiny items, but only one 
[Greater Encapsulated Destiny] from reaching Timewalker (rank 4/5) standing with Soridormi's friendship faction.
