Greater Encapsulated Destiny is a quest reward from 
[60-70] One of Us, offered by Soridormi after reaching Timewalker (4/5) standing with her. This is an improved (but one-time-only!) 
[Encapsulated Destiny], that lets players choose whether they receive an uncollected mount or pet after defeating the next Time Rifts boss encounter.
The [Encapsulated Destiny] cannot be used while the buff from this item is on the player and vice versa.
