Drowning Soldiers are human soldiers who had been assigned on a mission on The Briny Cutter. The ship went down at the Seafarer's Tomb in Kelp'thar Forest, and as a result they've been knocked down to the seafloor while others drowned. Most of them are rescued in 
[30-35] Pay It Forward when encased into a bubble by the 
[Enchanted Conch].
