Decrepit Guardian is a ghostly ghoul that guards Musty Tomes in the city hall of the Ruins of Andorhal in the Western Plaguelands. They are summoned when a musty tome is opened that contains 
[Ruined Tome].
Abilities
Debilitating Touch — Reduces an enemy's Strength by 20 and its Stamina by 20 for 2 min.

Notes
Upon death he despawns, earning the player no experience, reputation, or loot.
Patch changes
Patch 4.0.3a (2010-11-23): Removed. 
Patch 1.4.0 (2005-04-19): The time Decrepit Guardians stay spawned increased from 1 minute to 2 minutes. - Patch 1.3.0 (2005-03-07): Decrepit Guardians in Andorhal were changed to non-elite.
