Patch changes

Patch 10.0.0 (2022-10-25): Now a row 5 Fury talent (was a level 40 Fury talent). Slightly redesigned.
Old: While Enraged, Raging Blow deals 15% more damage and has a 30% chance to instantly reset its own cooldown.
Patch 9.0.1 (2020-10-13): Added.
