The Confused Seerspine Murloc is a murloc summoned by 'slapping' the 
[Sleeping Murloc]. This item can be fished from the open water of Suramar and Runescale Koi Schools, or bought from Sha'leth for 25 
.
After being summoned, the murloc will run around the surrounding area while dropping 
[Runescale Koi] and 
[Silver Mackerel], as well as either 
[Seerspine Puffer] or Seerspine Puffer depending on whether or not the user has the 
[Underlight Angler]. Unlike looting the similar Landlocked Shark, other members of the user's group can retrieve fish dropped by the murloc.
