Comprehensive Outpost Construction Guide is a reward from 
[20-40] Due Cause to Celebrate or [20-40] The Only Way to Travel (completion of your Talador outpost) and [35-40] A Choice to Make (completion of your Nagrand outpost). It can be exchanged for a Level 2 large building blueprint at Torgg Flexington in Warspear or Kinkade Jakobs in Stormshield.
