The Collector's Cache can be found at the Trading Posts at [51.3, 72.4] in Stormwind City and at [48.4, 75.7] in Orgrimmar.
Each month, it contains 500 
[Trader's Tender], just for logging in. Additionally, players can loot the tender awarded from completing Traveler's Log objectives.
