Coinbender's Payment
Coinbender's Payment is found at [68.4, 89.0] on the bottom of the sea east of Pinchwhistle Point in southern Spires of Arak. To get there, follow some brown buoys.
There are three buoys in the water offshore of Spires of Arak, roughly in a line extending from Pinchwhistle Gearworks through the small boat, where the Payment Delivery Instructions are found, at [64.6, 77.7] offshore of Sporemist Shallows. The one closest to shore at [66.1, 81.3] has A Sodden Note next to it, which reads:
You've still got a ways to go. Just keep following the buoys and you'll find it.

Head further southeast to find the next buoy at [67.3, 84.4] and that buoy's Sodden Note:
You're almost there. I'm sure you can see the final buoy by now, chum.

Keep swimming southwest. Next to the last buoy is the corpse of Nuggle Coinbender, who apparently couldn't handle the swim. Between Coinbender and the buoy is another Sodden Note, which reads:
Oh, did I forget to mention that your payment is on the bottom of the ocean? Maybe you'll think about that the next time you try to double-cross the Cartel.
Just keep swimming down, though. I'm sure you'll find it, chump.
