A Cache of Armaments drops from brokers Ve'ken and Broker Ve'nott while the "Shoplifter" blessing is active in Torghast, Tower of the Damned.
Shoplifter — Brokers are hostile. Defeat them for extra rewards.
It will automatically grant a stack of 
[Obleron Ephemera] and 
[Obleron Spikes].
