Bilgewater Foremen are goblins found throughout the goblin settlement in Bilgewater Harbor. Their gossip text reveals a typical goblin attitude towards business, and in 
[30-35] Beating the Market, it seems this was correct. Players on their way to the Twilight Highlands will have to beat them into submission so they will stop cheating Warlord Krogg.
Though not named, one Bilgewater Foreman on the second floor of the inn appears to be flirting with the Bilgewater Socialite there.
