Best Spell Ever is a mage-only quest inside the Duck Cave of the Upper Frostlands in the Azure Span. It teaches 
[Polymorph]: Duck! To access the cave and the tome, 
[Blink] through the ice wall at [66.5, 31.7] with a Duck standing guard.
Inside the cave, alongside Millhouse and Millificent Manastorm is a magical tome: Manastorming For Beginners, which starts this quest.
