Tides of War begins the Kul Tiras storyline for the Alliance. It can be picked up at any time from the Hero's Herald next to the Hero's Call Boards in all major Alliance cities as well as Dalaran.

On accept:
- Anduin Wrynn says: Champion! An urgent War Council is under way. Your presence is requested in Stormwind Keep.
The war council happens in the Petitioner's Chamber within Stormwind Keep. King Anduin, Genn Greymane, Master Mathias Shaw, Lady Jaina Proudmoore, and a 7th Legion Sailor surround the war table. Commander Lorna Crowley and a group of Greyguards are also present, standing behind Genn; and two Lion's Guards are posted at the doorway.
As you enter the room, the council begins:
- Anduin Wrynn says: Everyone is here. What news do you bring, Spymaster?
- Master Mathias Shaw says: Recently, Horde agents broke into the Stockades and freed two Zandalari prisoners.
- Master Mathias Shaw says: A princess. And a prophet.
- Anduin Wrynn says: I'm aware. What of the eight warships we sent in pursuit?
- Master Mathias Shaw says: Only one returned.
- Master Mathias Shaw says: Survivors say they encountered strange and terrifying magics.
- Master Mathias Shaw says: And a massive Zandalari fleet.
- Genn Greymane says: Impossible! It's one of Sylvanas's tricks. It has to be...
- Master Mathias Shaw says: Jaina, perhaps you could help us see what this survivor has witnessed.
- Jaina walks around the table toward the sailor.
- Lady Jaina Proudmoore says: It's an easy enough spell, provided the subject is cooperative.
- Lady Jaina Proudmoore says: Show us... Show us what happened...
Jaina casts a spell on the sailor, and a Vision of Sailor's Memory appears. Interact with it to play a brief cinematic:
The cinematic shows a massive Zandalari fleet launching a volley against the eight Alliance ships. All but one are immediately sunk.
After the cinematic:
- Anduin Wrynn says: If the Horde makes allies of the Zandalari, we won't have the power to stop them.
- Lady Jaina Proudmoore says: Then we must make allies of our own.
- Lady Jaina Proudmoore says: My people command the most powerful navy in all of Azeroth.
- Lady Jaina Proudmoore says: If I could bring Kul Tiras back into the Alliance...
- Genn Greymane says: Jaina, you're the reason they left the Alliance.
- Lady Jaina Proudmoore says: And dealing with that is the only hope we have of bringing them back.
- Anduin Wrynn says: I believe it is... and I believe you can.
- Anduin Wrynn says: It will be difficult... and dangerous.
- Jaina curtsies as she speaks.
- Lady Jaina Proudmoore says: I will return with the fleet... or not at all.
- Anduin Wrynn says: Be careful, Jaina. Light be with you.

Proceed to Stormwind Keep to Anduin Wrynn who is speaking to Jaina Proudmoore.
- Lady Jaina Proudmoore says: The Horde has just run wild through Stormwind and you want to send me home?!
- Lady Jaina Proudmoore says: We should head for Zandalar immediately and deliver those animals to justice!
- Anduin Wrynn says: Underestimating our enemy has already cost us enough lives.
- Anduin Wrynn says: There is now a more important task at hand, Jaina. Something only you can do.

Patch 10.1.5 (2023-07-11): Name updated, was Tides of War. Now can also be accepted from Chromie at the Stormwind Embassy and choosing Battle for Azeroth Timewalking Campaign. 
Patch 9.0.2 (2020-11-17): Now also offered by Hero's Herald. War council moved from the throne room to the Petitioner's Chamber. No longer follows
