A Bag of Salvaged Goods contains 
[Raw Scrap], along with a chance of looting Draenor trade goods.

For players that have a Salvage Yard in their Garrison, these crates have a random chance to be awarded upon successfully completing a level 90 - 94 follower mission.
Patch changes
Patch 7.0.3 (2016-07-19): No longer obtainable. Replaced with 
[Sack of Salvaged Goods]. 
Patch 6.2.0 (2015-06-23):
- Now has a chance to be awarded for completing follower missions, down from guaranteed.
- [Raw Scrap] has been added, replacing random vendor trash.
- Hotfix (2015-01-09): Bag of Salvaged Goods now stacks.
- Patch 6.0.2 (2014-10-14): Added.
