Ancient Rune Etched Stave is a reward for completing the hunter quest 
[60] Stave of the Ancients which starts with Vartrus the Ancient in northern Felwood.

This is used for creating the hunter epic bow 
[Rhok'delar, Longbow of the Ancient Keepers].
