Alumeth's Scepter is looted from a chamber in Aldur'thar in Icecrown. It is combined with  [Alumeth's Heart],  [Alumeth's Skull] and  [Alumeth's Robes] to make  [Alumeth's Remains] which is used to summon Alumeth the Ascended.
