Admiral Taylor's Hunting Bow is a reward from 
[30-40] Admiral Taylor in the Spires of Arak storyline.
Background
The flavor text refers to Commander Hsieh, a pandaren defending Binan Village in Kun-Lai Summit. Binan was the location at which Taylor was located for a time after sustaining injuries in the Battle of Serpent's Heart during the Pandaren Campaign, and Hsieh is one of the villagers that sends Alliance adventurers to see Taylor after he awakens in the inn. The bow has the same model as the one used by Hsieh, so it seems very likely that they are the same.
