Zenbaro's Empty Canteen is provided through dialogue with Zenbaro in Vol'dun. In order to progress through Zenbaro's conversations, the player must use the canteen within one of the bodies of water at the Eternal Spring, turning it into 
[Zenbaro's Canteen], which they can then bring back to Zenbaro.
