Xena, the Whimsical Whiskerfish can be obtained when fishing in the Prismatic Whiskerfish Pool in the biggest body of water in the Wellspring Atrium in Amirdrassil, the Dream's Hope with the Attuned Angler buff, which is obtained by fishing and throwing 10x 
[Slumbering Moonfish] and 10x 
[Awakening Sunfish] back into the water. Once Xena is obtained, throw the whimsical whiskerfish back into the water to receive the 
[Scale of the Prismatic Whiskerfish].
